The Trustees of the Blaisdell Memorial Library, located at 129 Stage Road in Nottingham, New Hampshire, invite qualified vendors to submit proposals for the replacement of the emergency exit ramp and its support structure, located on the library’s upper level.
The replacement ramp and support must meet standards established by the Americans with Disabilities Act (ADA) and current building codes.
Project Overview
The existing upper-level emergency exit ramp is constructed of wood, which has reached a dangerous level of deterioration. The issue of decay was so acute that the library had to replace the handrails in 2024, since the wood ones had disintegrated and were unsafe.
Please Note: As these handrails are brand-new, a successful proposal will include provisions to reuse/reinstall these, rather than replacing them.
Further, the existing ramp and support structure were part of the 1999-2000 library expansion and as such, do not meet current building codes. Complete removal and replacement of the ramp will allow us to replace the decaying wood with ADA-compliant composite decking and bring the entire structure up to current code.
Project Goals
Remove existing decayed ramp and replace it with a new, ADA-compliant ramp using composite decking that is rated for ADA slip prevention.
Reuse the new, ADA-compliant handrails that were purchased and installed in 2024.
Remove and replace the support structure.
Remove the retaining wall that surrounds the base of the support structure (if required for access to install support structure and/or if it is determined the retaining wall is no longer stable). (Note: Replacement of the retaining wall is covered under a separate RFP, please see section “Other” below for detail.)

Remove existing vegetation, to the extent necessary to complete the project

Hardscape Elements
Build a new emergency exit ramp with the required slope, width, and landing areas, ensuring full ADA compliance and current building codes.
Construct a new, robust support structure capable of withstanding environmental and load- bearing stress.
Install non-slip surfaces and ensure proper drainage to prevent water accumulation.
Replacement of the retaining wall is to be covered under a separate RFP, see below for more detail.

Budget
Proposals should provide project design details. This includes elements such as a pricing breakdown, recommended materials, a construction time estimate, and if possible, a rough indication of scheduling availability.
If bidders have reason to believe that shortages in either materials or labor may affect the implementation of this project, an indication of acceptable substitutions would also be appropriate to include.
Selection Criteria
Successful applicants will meet the following criteria:
Experience – Relevant experience of vendors and a review of references.
Implementation Plan – As this is an emergency exit, the ability to complete the entire project within a short, fixed time period is essential.
Best value – The contract will be awarded to the vendor or vendors that offer the best overall value. The Trustees reserve the right to select the vendor that most closely meets expectations for the project, which may not necessarily be the lowest bidder.
Warranty and support – Quality/depth of post-installation support and warranties of work and materials.
References – Vendors are asked to provide 2-3 relevant references.
Other
It is anticipated that replacing the emergency ramp structure may necessitate the removal of the existing retaining wall. The replacement of the emergency exit ramp and the replacement of the retaining wall will be split into two separate RFPs/projects.
Vendors with the expertise, availability/capacity, and interest in completing both projects are invited to respond to both RFPs.
About the Blaisdell Memorial Library
Nottingham resident Charlotte S. Blaisdell provided a bequest upon her death in the amount of $30,000 “to build and equip a public library” in Nottingham. In 1974, the original library was opened to the public. In 1999, an addition was built that roughly tripled the library’s square footage. In 2024, we celebrated both the 50th anniversary of the library and the 25th anniversary of its expansion.
About the Library Trustees
Library Trustees are elected town officials responsible for the “entire custody and management of the public library and of all the property of the town relating thereto” (NH RSA 202-A:6), which includes repairing and updating the building and grounds. The Blaisdell Library Trustees will be reviewing the RFP responses and will guide the selection process for a vendor to complete this project.
