REQUEST FOR QUALIFICATIONS

             The Town of Lancaster is accepting qualifications for engineering services from firms licensed in New Hampshire to assist in water, sewer, drainage, sidewalk, and roadway design, environmental and construction engineering for the replacement of approximately 6300 linear feet of water and sewer mains and appurtenances, storm drainage (currently designed as grade runoff), 1,100 linear feet of new sidewalk, and full depth road reconstruction with paving and curbing on both sides extending from the Indian Brook crossing on Summer Street northerly to the US Route 3 intersection with Page Hill Road. This area of the intersection may require redesign and reconfiguration to widen the lanes and eliminate one access. This Water & Wastewater System Improvements Contract #2-Sewer/Water/Drainage & Roadway Improvements for Summer Street was engineered in its entirety in 2017; improvements were completed from Middle Street to the Indian Brook crossing only. Plans, bid docs, and technical specifications will be available. New features, i.e. PRV modifications, both physical and cyber security installations, water source intake improvements and security, and alternative source siting will require bidding as add alts. All project activity shall be completed in accordance with both Drinking Water and Clean Water State Revolving Funds-managed projects pursuant to Northern Border Regional Commission “NBRC” Catalyst Grant and Congressional Direct Spending Environmental Protection Agency State and Tribal Assistance Grant; requirements include but are not limited to Davis-Bacon, BABA/AIS, Section 504, resident engineering supervision and inspection, and NEPA. NEPA preliminary review requires a full environmental assessment and possible wetlands permitting. 

The Selectboard intends to hire a qualified firm with expertise in water/sewer/stormwater and roadway infrastructure design and construction and experience in estimating costs, preparing and implementing final environmental assessment requirements and/or mitigation, preparing and implementing final construction plans and specifications, administration of bids, and construction oversight and inspection.  A review committee consisting of the Town Manager, Water & Sewer Superintendent, Road Agent, Land Use Coordinator, and Selectboard Chair will shortlist up to three firms to interview based on submitted qualification packages.  Interviews with presentations will take place within three (3) weeks of the submission deadline. The Town of Lancaster adheres to the Qualifications Based Selection (QBS) process, therefore the submissions and interviews shall contain no reference to fees until one firm is selected, with negotiations on fees proceeding thereafter. Preliminary design and modification services shall take place in 2025 with construction to take place in 2026 or thereafter.  Grant funding for this project has been accepted by the Town and local contribution funds have been secured through Town Meeting approval on March 11, 2025. 

            Five (5) paper copies of the Qualification Statements and one (1) digital version on a thumb drive must be received by mail or in hand by the Town of Lancaster at 25 Main Street, Lancaster NH 03584 no later than NOON, Monday, June 2, 2025, at the Town Hall. Digital versions alone will not be accepted in lieu. The Qualifications Statements are required to contain the following information: Experience, Ability to Perform, Key Staff Members, Local Knowledge, Company Background Material, and three (3) work-related references for jobs similar in scope to this proposal. The Town of Lancaster reserves the right to accept or reject any or all Qualifications Statements received if it is in the best interest of the municipality.
