Introduction:
The Town of Hanover is seeking qualifications from experienced nonprofit housing developers or consultants to design and develop town-owned parcels. The selected consultant will lead efforts to design and build a small cottage-style housing development with up to 29 units.
Project Overview:
- Location: Town-owned 5-acre parcel, 110 Greensboro Road, Hanover
- Scope: Develop up to 29 residential units of workforce housing, ranging from single cottages to small multi-unit buildings (up to 4 units per building).
- Design: Cottage-style development with varied building types (1, 2, 3, and 4-unit configurations)
- Objective: Provide affordable housing options for Hanover's workforce.
Scope of Services:
The selected consultant will be responsible for:
- Site Analysis and Planning: Conduct a comprehensive review of the 5-acre parcel, including site-specific constraints, environmental considerations, and infrastructure needs.
- Finance: Work with stakeholders to compile a financing package for the project.
- Design: Develop architectural and site designs in alignment with the cottage-style housing concept.
- Permitting: Manage the permitting process, including compliance with local zoning and regulatory requirements.
- Community Engagement: Facilitate community meetings to ensure public input and support for the project.
- Development: Lead or coordinate construction activities, ensuring the timely and cost-effective development of the housing units.
- Sustainability: Incorporate sustainable building practices and energy efficiency measures into the development.
Qualification Requirements:
Respondents should demonstrate experience and expertise in the following areas:
- Affordable and workforce housing development
- Project management for multi-unit residential projects
- Knowledge of local, state, and federal housing programs and financing options
- Familiarity with zoning and regulatory requirements in New Hampshire
- Community engagement and public meeting facilitation
- Commitment to sustainable and energy-efficient design
Submittal Requirements:
Interested developers or consultants must submit the following by February 28, 2025:
- Cover Letter: A brief introduction, including the firm's interest in the project.
- Experience and Qualification: Description of similar projects completed by the firm, including project descriptions, timelines, budgets, and references.
- Project Team: Resumes of key personnel assigned to this project.
- Project Approach: A summary of the proposed approach to completing the project, including critical milestones and strategies for community engagement.
- References: At least three references from past clients for similar projects.
- Limit submittal to 10 pages.

Selection Process:
