PROFESSIONAL SITE ENGINEERING SERVICES
AT 161 GRANITE STREET
Sealed Request for Proposal (RFP) marked “RFP 2025-02 for Professional Site Engineering Services - 161 Granite Street" on the outside of the mailing envelope, addressed to the Town of Allenstown – Town Administrator, 16 School Street, Allenstown, NH 03275 will be accepted until 2:00 p.m. March 5, 2025.
INTRODUCTION: The Town of Allenstown’s is requesting proposals from qualified site engineering firms for the construction of a new Department of Public Works Administrative and Maintenance Facility located at 161 Granite Street in Allenstown, NH. The project will consists of providing property boundary and topographical land surveying civil/site engineering to accommodate a prefabricated 80’ by 120’ steel building, off-street parking, design and permitting of a septic system, water service connection from Granite Street, and post-development stormwater runoff management.

Addenda to this proposal, if any, including written answers to questions, will be posted on the Town’s website on by February 28, 2025 @ 1:00 p.m.
Proposals will be opened at the Board of Selectmen meeting on Monday, March 10, 2025, at 6:00 pm.
The Town of Allenstown reserves the right to reject any or all proposals, to waive technical or legal deficiencies, to accept any proposal and to negotiate such terms and conditions of any proposal that may be in the best interest of the Town.
SCOPE OF SERVICES
The project consists of preparing site plans for the construction of a prefabricated 80’ by 120’ steel building, off-street parking, design and permitting of a septic system, water service connection from public water system, and post-development stormwater runoff management. The project is to be located at 161 Granite Street (Tax Map 106 / Lot 019) in Allenstown, NH.
Task 1 – Property Boundary and Topographical Survey
Property and land survey shall be prepared by a licensed New Hampshire Land Surveyor.
Boundary survey shall be in accordance with RSA 310 A53 – RSA 310 A74 and the New Hampshire Code of Administrative Rules for Land Surveyors LAN 500 – LAN 503.10 survey guidelines and requirements.
Subsurface Utility Engineering (SUE) – Quality Level ‘B’ evaluation (i.e., surface geophysical methods) shall be as defined by CI/ASCE 38-22 (Standard Guideline for Investigating and Documenting Existing Utilities).
Topographical existing conditions survey shall be accordance with RSA 310 A53 – RSA 310 A74 and the New Hampshire Code of Administrative Rules for Land Surveyors LAN 500 – LAN 503.10 survey guidelines and requirements. The topographical survey will not consist all of the approximate 9.135-acre site but will be limited to the northeast approximate 2-acre corner within the existing property boundaries. The survey shall consist of locating visible and accessible topographical features including, but not limited to:
- Tree lines and other vegetation.
- All building structures and any associated features.
- All fence lines, posts, gates, heights, and type.
- Found “obvious” property boundary monuments.
- Roadways, incl. edge of pavement, pavement crowns, pavement markings (line colors and widths), and signage.
- All observable surface evidence above- and below-ground utilities (water, sewer, telephone, electric, cable, gas, etc.) and any associated features.
- All drainage and sewer structures and any associated features.
- All pipe/culvert sizes, type, direction, and inverts.
- All grade breaks and swale lines
- 2-foot contours intervals
- Elevation shots at all changes in grade
- The maximum distance between elevations in turf shall be fifty (50) feet.
- The maximum distance between elevations in pavement shall be twenty (20) feet.
- Elevations recorded to the nearest 0.1 foot for all points in turf.
- Elevations recorded to the nearest 0.01 foot for all other points.
Project control shall be based on the New Hampshire State Plane Coordinate System (NAD83) and on NAVD88 for horizontal and vertical control, respectively. Horizontal and vertical control points (iron pins and/or PK nails) will be field established; minimum of three (3).
Deliverable shall be a 22” x 34” hardcopy existing condition plan that incorporates all information collected, titled as the Existing Conditions Plan, and stamped / sealed by a professional land surveyor licensed in the State of New Hampshire.
Task 2 – Preliminary Site Design
Site design shall be prepared by a licensed New Hampshire Professional Civil Engineer.
Preliminary plans will graphically illustrate existing topography and subsurface information, along with overlaying proposed site development improvement. The preliminary design will be developed in accordance with Federal, State, and local regulations, guidelines, and design standards.
Deliverable shall be a 22” x 34” hardcopy site plan set.
One (1) design progress meeting will be scheduled with the Town.
Task 3 – Final Site Design
Site design shall be prepared by a licensed New Hampshire Professional Civil Engineer.
Final plans will incorporate review comments provided by the Town of Task 2. Technical notes will be placed directly on the plans and will reference applicable design guidelines, as appropriate for the technical specifications. A separate specifications manual is not expected to be provided.
Deliverable shall be a 22” x 34” hardcopy site plan set and stamped / sealed by a professional civil engineer licensed in the State of New Hampshire.
Task 4 – Design and Permitting of Septic System
Site design shall be prepared by a licensed New Hampshire Septic Designer.
Deliverable shall be the design and septic permit approved by the New Hampshire Department of Environmental Services (NHDES).

PROPOSAL REQUIREMENTS
This RFP is intended to provide interested Site Engineering firms / Consultants with an opportunity to demonstrate their ability to perform the required tasks. The content of the Site Engineering firms / Consultants' proposal should respond to information presented in this RFP, and should adhere to the following format:
- A brief understanding of project objectives and the scope of work. This shall include a proposed work schedule for the survey work, in a time of duration format.
- Compensation for Consultant services shall be presented in a Lump Sum format for the entire project, which shall include all direct and indirect costs (i.e. overhead, travel, expenses, etc.). A consultant fee schedule should also be provided. Schedule of payments shall be made in the form of invoices, payable on a monthly basis, based on the approximate percent of project completion.
- All proposals should include a statement by the proposer concerning professional liability for negligent acts, errors and omissions and any other insurance coverage that would protect the Town of Allenstown from loss or harm should the proposal be accepted.
- A duly authorized official of the proposer should sign each proposal. The proposal should also state that it is valid for at least 90-days from the date of submission.
- Six (6) hard copies shall be submitted.

Any Consultants who submit a proposal in response to this RFP may withdraw their proposal, requested in writing, at anytime up to Monday, March 10, 2025.
The Town of Allenstown assumes no responsibility for any costs associated with the preparation of proposals or participation in the selection process in response to this RFP.
EVALUATION CRITERIA
The Town of Allenstown reserves the right, and at its sole discretion exercise, the follow rights and options with respect to this Request for Proposal:
- To reject any and all proposals;
- To issue additional solicitations for proposals and/or amendments to the RFP;
- To waive any irregularities in proposals received after notification to proposers affected;
- To select any proposal as the basis of negotiations of a contract, and to negotiate with proposers for amendments or other modifications to their proposals;
- To conduct investigations with respect to the qualifications of each proposer;
- To exercise at its discretion and apply its judgment with respect to any aspect of this Request for Proposals, the evaluation of proposals, and the negotiation and award of any contract;
- To enter into an agreement for only portions, or not to enter into an agreement for any, of the services contemplated by the proposals;
- To select the proposal that best satisfies the interests of the Town and not necessarily on the basis of price or any other single factor.
If the Town of Allenstown selects a proposal, a formal written contract shall be entered into between the Town and the successful proposer. The proposal or any part thereof, submitted by the successful proposer, may be attached or become part of the contract. The contract shall not become binding until signed by both parties and approved by the Selectboard and the Town Administrator.
When the contract is executed by both parties, the Consultant will be instructed to commence providing the services outlined in the contract. All information, data, documents, photos, computer records, and other materials of any kind acquired or developed by the consultant pursuant to this project shall be the property of the Town of Allenstown.
APPENDIX 1
CONTRACT AND GRANT TERMS AND CONDITIONS
This purchase will be funded in whole or in part by the following grant funds provided by the New Hampshire Department of Environmental Services: • Town of Allenstown Bonded Funds Vendor must be prepared to comply in all respects with the following contract provisions.
INDEMNIFICATION OF OWNER
Contractor shall defend, indemnify and hold harmless Allenstown, and its agents, officials and employees from and against any and all claims, actions, damages and losses incurred by Allenstown arising out of or relating to Engineer’s negligence or breach of its obligations or warranties set forth in this Agreement, except to the extent such claims, actions, damages or losses are caused by the negligent acts or omissions of Allenstown.
NONDISCRIMINATION
Any entity that enters a contract for goods or services with the Town of Allenstown or any of its boards, agencies and departments and any recipient of town funds shall:
Implement an employment nondiscrimination policy prohibiting discrimination in hiring, discharging, promoting, or demoting, matters of compensation, or any other employment-related decision or benefit on account of actual or perceived race, ethnicity, color, religion, national origin, gender, disability, age, military status, sexual orientation, gender identity, gender expression, or marital or familial status.
Not discriminate in the performance of the contract on account of actual or perceived race, ethnicity, color, religion, national origin, gender, disability, age, military status, sexual orientation, gender identity, ender expression, or marital or familial status.
Ownership of documents
It shall be understood and agreed by all parties that once the Town has fully paid for any work performed under this RFP and all activities related thereto, the Town shall not relinquish any ownership rights to the documents and records that may be generated on its behalf. (In other words, the Town shall own the work and products it pays for.)
