Under the general supervision of the Director, Office of Management and Budget, supports and participates in all aspects of the development and management of the City’s Operating and Capital Budgets. Conducts research and performs analysis on financial and managerial projects and programs and participates in labor negotiations. Serves as a key contributor in process evaluation and provides expert advice for implementation of software applications and business systems. Develops, reviews, and processes supplemental appropriation requests throughout the fiscal year. May provide support to the Accounting Division.

Examples of Duties:
Supports departments in the development of operating and capital budgets. This includes gathering, developing, and analyzing data as well as coordinating and managing information from departments and City administration.
Assists in the program change request process by assisting in option development and providing recommendations.
Manages the supplemental appropriation process and budget transfers between divisions and departments.
Responsible for Capital Improvement Program (CIP) and grant accounting set-up within the enterprise resource planning system (ERP).
Manages and executes the annual capital project and Grants & Donations fund closing activities.
Performs complex data analysis and prepares models including multi-year pro formas, and assists with fee and rate change effects on financial projections.
Participates in labor negotiations and other compensation costing activities.
May provide support for the Accounting Division, playing an integral role in the year-end audit and other activities by preparing schedules and analysis as requested by the Assistant Finance Director.
Develops and maintains training programs and procedural documentation. Provides initial and ongoing training to City staff.
Participates in the planning and implementation of various technology solutions.
Participates in cross functional work teams to achieve mission, goals, or objectives.
Performs other related duties as assigned.

Typical Qualifications:
Education and Experience:
Bachelor's degree from an accredited institution in business, finance, or accounting. Some post-graduate work is beneficial.
Three years of experience in managing the areas identified above in a governmental agency, preferably in a varied and mid-sized local government including public works, utilities, public safety, or budgetary/finance agency, or any combination of education, training and experience which provides the required knowledge, skills and abilities required for the job.
