Grade 23 General Statement of Duties Plans, organizes, directs, supervises and participates in fire prevention inspections and fire investigations; performs directly related work as required. Examples of Essential Work - Supervises, trains, evaluates and coordinates the work of Fire Prevention Inspectors in the completion of all duties;
- Manages Fire inspections processes, oversees day to day operational issues and assigns duties to Fire Prevention Inspectors, including command of the investigation sector at all fire scenes and major incidents.
- Coordinates inspections activities with the general public, contractors, business organizations, homeowners, landlords and related;
- Provides guidance to Fire Prevention Inspectors and other Fire personnel in code enforcement activities and serves as an in-house consultant to make decisions on difficult cases;
- Develops code and ordinance recommendations pertaining to Fire prevention, Fire protection and the manufacture, storage and use of hazardous materials;
- Oversees the investigation of fire cause and origin investigations;
- Coordinates inter-agency cooperative efforts relating to Fire Prevention activities;
- Serves as a spokesperson for the Department on major Fire prevention/investigation issues;
- Conducts arson investigations, including collecting evidence, interviewing witnesses and coordinating investigative procedures with the Manchester Police Department, including administration of the accelerant detection K9 program.
- Maintain NH Part-Time Police Officer certification through the Hillsborough County Sheriffs Department, ensure Fire Prevention Inspectors who are also certified Part-Time Officers comply with all NH Police Standards and Training Council and Hillsborough Sheriffs Department standards and protocols;
- Inspects structures for compliance with the BOCA, Building and Fire Codes and State codes and related ordinances;
- Conducts plan reviews and on-site inspections of fire safety and protection systems;
- Researches code information on a continuing basis to ensure all enforcement procedures are conducted in a timely and current basis;
- Inspects facilities to regulate the use, storage and handling of hazardous materials or operations and processes conducted therein;
- Conducts fire investigations to determine the cause and origin, including collecting physical evidence, photographing, recorded notes and information from Firefighters and command officers;
- Investigates acquired complaints;
- Issues permits through inspections for processes and operations deemed hazardous;
- Develops and oversees budget expenditures for the Division and oversees the collection of Fire Prevention fees;
- Issues City citations and notices for non-compliance situations;
- Testifies in criminal and civil cases regarding the cause and/or origin of fire;
- Investigates false alarms;
- Maintains thorough and accurate documentation of all inspection procedures;
- Refers possible violations of other City codes to other City Departments as appropriate;
- Conducts orientations and training sessions for new Firefighters;
- Conducts public education sessions to promote fire prevention and safety practices through the media and in schools, businesses, community organizations and related groups;
- Oversees the Juvenile Fire Setter Program responsible for tracking juvenile offenders and offering preventative counseling;
- Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions; and more.
Acceptable Experience and Training - Graduation from an accredited college or university with an Associate's Degree in Fire Sciences; and
- Considerable experience in Fire Prevention activities; or
- Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.
Required Special Qualifications - Valid New Hampshire driver's license; CDL B license preferred.
- Attainment of a State of New Hampshire Firefighter II certificate and Emergency Medical Technician certificate.
