LEGISLATIVE BULLETIN

Slow Reopening Continues

After a few weeks of holding scattered executive sessions, the legislature is now starting to schedule a few—very few—public hearings on bills. The House Children & Family Law Committee has two hearings next week—not on bills of significant interest to municipalities—and we understand that Senate committees have hearings next week as well. As the Bulletin went to press, the Senate calendar had not yet been published, so we don’t know whether there are any hearings of interest. If anything of urgent concern emerges, we will alert you. 

Next Thursday, June 4, is officially the deadline for the House and Senate to take final action on all bills. Clearly, that deadline and many others will need to be extended—which will require amendment of House and Senate rules. There appears to be some question about whether that will happen. If it does not, the 2020 legislative session could come to a screeching halt. Stay tuned!

Delayed Start for Legislative Policy Process

NHMA’s legislative policy process, originally scheduled to begin on April 3, got under way this morning as the three committees met to begin considering legislative policy proposals. Each committee will meet several times over the next few weeks, and they will finish their work by July 3.

The Bulletin in Brief

This hasn’t been confirmed, but we believe this is the shortest Legislative Bulletin in at least a decade. With little happening at the legislature and no major news from the federal government, there is not much else to say; and we believe that when you run out of things to say, you should stop talking (or writing).
