On May 10, 2021, the U.S. Treasury issued its guidance (the Interim Final Rule—IFR) about the State and Local Fiscal Recovery Funds (SLFRF), which contains direct funding for cities and towns from the American Rescue Plan Act (ARPA). In this session, Irma Esparza Diggs of the National League of Cities (NLC) will discuss the Treasury guidance, including the purposes for which the funds may be used and what cities and towns should do now—and can expect—going forward. This session is a must for any city and town officials involved with handling the use of these direct funds.
Irma Esparza Diggs, is a seasoned public affairs professional with experience in the public, private and non-profit sectors. Irma’s incomparable work ethic and strategic political sense have earned her key positions in federal and municipal government, as well as managerial roles in a diverse array of political campaigns across the country. Most recently, she served as Chief of Staff in the Office of Legislation and Congressional Affairs at the Department of Education under Secretary Arne Duncan and John King. Prior to joining President Obama's Administration, she led the U.S. House Democratic Caucus as Executive Director. Other roles she served include D.C. City Council Chief of Staff, Congressional Liaison at the Department of Commerce during President Clinton’s Administration, aide to Congresswoman Eddie Bernice Johnson from her home state of Texas, and as a key operative for the American Federation of State and County Municipal Employees (AFSCME). Irma earned her BA from The Catholic University of America and an MPA from the American University.
