Town Administrator

The Town Administrator is the chief administrative officer for the Select Board. The Town Administrator manages and coordinates administrative activities for the office of the Select Board, and acts as liaison with all department heads and other departments under the control of the Select Board. The Town Administrator establishes effective working relations with and among all town departments, boards, commissions, committees, employees, and the public.  This is a position requiring a combination of administrative and supervisory duties.    Must be able to multitask with frequent interruptions. Multiple skill sets are required in support of accomplishing all functions within the Select Board’s Office.  The Town Administrator receives general supervision and policy direction from the Select Board with the highest degree of independence and minimal instruction. Performance is evaluated by the Select Board based upon the achievement of assigned goals and objectives.  Supervises the Finance Officer and Assessing Clerk and assists Select Board with Supervisory duties as assigned.   

Example of Duties 

·         Supervises and administers the daily operations, instructions, and policies of the Town and Select Board. 

·         Prepares and presents budgets and administrator budgets of the town. Coordinates the financial needs of the Town with the Select Board and the Town Treasurer, including the audit process, and management  of all reporting/coordination with the NH Department of Revenue. 

·         Organizes, maintains, and administers the personnel policies and procedures of the Town. 

·         Prepares for and attends all meetings of the Select Board, providing background information and recommendations on all pertinent matters. 

·         Supervises and/or supports all purchasing activities of the Town, including preparation of bid documents, and negotiates and administers contracts as directed by the Select Board. 

·         Receives, investigates, and responds to citizens’ complaints directed to the Select Board. 

·         Keeps the Select Board informed on all matters affecting the Town, including any legislative action by the State or Federal Government, including tracking changes in the State RSA’s that affect the Town. Coordinates and corresponds with Town Legal Counsel on the preparation of various agreements, easements and other legal matters as determined necessary and/or directed by the Select Board. Gathers and assembles pertinent data relative to these issues.   

·         Prepares routine and cyclical reports for submission to town, state, and federal organizations.   

·         Researches, prepares and/or oversees the preparation of grant applications, coordinates grant proposals to ensure that each proposal is consistent with town policies, state and federal laws. 

·         Coordinates the preparation of the warrant articles for all special and annual town meetings. 

·         Prepares performance evaluations, coordinates hiring and promotion of employees and issues disciplinary action up to and including termination on behalf of the Select Board, coordinates all legal matters pertaining to employment related matters. 

·         Attends workshops and seminars to enhance municipal knowledge to keep current and up to date on policies and procedures. 

·         Coordinates the creation, publication, and distribution of the Town Report. 

·         Perform other related duties as assigned by Board of Selectmen, including but not limited to carrying out duties of the Finance Officer, Assessing Clerk and Welfare Officer/Deputies in times of their absence. 

·         Works closely with the Town Assessor and supports the Assessing Clerk in their work. 

·         Performs other duties as assigned. 

 

Knowledge, Skills and Abilities Required 

·         Skill in management, leadership, and supervision and the ability to maintain confidentiality and demonstrate integrity and tact. 

·         Knowledge of the principles and practices of public administration, financial and human resource management, including State and Federal laws, rules, and regulations that may apply. 

·         Knowledge of budget preparation and ongoing management. An understanding of government finance principles. 

·         Ability to exercise creativity and initiative in resolving town problems and issues, and to negotiate and resolve disputes effectively. 

·         Knowledge of the functions, organization, operations of all town departments, town policies and procedures, ordinances and state and federal statutes. 

·         Ability to establish and maintain effective and productive working relationships with employees, town officials, the business community, the public and state, regional and federal officials. 

·         Ability to communicate effectively, both verbally and in writing. 

·         Ability to delegate responsibility, plan, supervise and inspect the work of professional, technical and support personnel. 

·         Knowledge and level of competency commonly associated with the completion of a bachelor’s degree in public management, business, accounting, finance, or related occupational field. 

·         Experience sufficient to understand the diverse objectives and functions of the position, usually interpreted to require two to four years of progressively responsible administrative and supervisory experience, preferably in municipal government, or any equivalent combination of education or experience which demonstrates possession of the required knowledge, skills and abilities. 

 

Physical Requirements 

Job includes walking, standing, bending, carrying of light items such as papers, books, small parts, driving an automobile, etc. No special physical demands are required to perform the work.
