Superintendent - Jail and HOC

Under the direct supervision of the Carroll County Commissioners, the Superintendent - Jail and HOC is continuously responsible to provide professional and efficient management of all the Department of Corrections function for the County in accordance with the provisions of applicable laws, rules, regulations, policies, and procedures. Responsibilities include but are not limited to:  

  • Preparing, recommending, revising, and enforcing policies and procedures for the safe, secure, and orderly operation of the Carroll County Department of Corrections;
  • Ensuring the efficient and effective operation of the facility, maintaining custody of all inmates and providing necessary sustenance, clothing, bedding, and shelter;
  • Developing, reviewing, evaluating, and overseeing all inmate rehabilitative programs to include educational, counseling, substance abuse, and recreational and religious programs and services;
  • Overseeing, monitoring, and evaluating the delivery of inmate health services and inmate disciplinary process;
  • Developing, recommending, presenting, and administering the department budget;
  • Preparing, submitting, and present annual, fiscal, statistical, and other reporting as required.

The successful candidate will have a strong knowledge of the criminal justice system, equivalent to the completion of a Bachelor’s degree plus ten years in criminal justice, social services, or related field with five years progressively responsible managerial experience. Certified Correctional Officer by the New Hampshire Association of Counties or another Correctional Certification authority.
