General Statement of Duties:
Manages, plans, organizes, directs, and implements municipal environmental and waste programs including but not limited to: development of new initiatives, administration and oversight of the City’s solid waste, yard waste and, recycling program, including environmental monitoring, and regulatory compliance at closed landfills; responsible for the City’s continued compliance with environmental regulations, coordinating and developing waste related events and initiatives, monitoring of legislation relative to municipal waste and environmental issues; performs directly related work as required and/or as requested by the Director.
Examples of Essential Work:
- Manages solid waste, yard waste and recycling activities, labor and contracts;
- Supervises and oversees all activities and operations in the Solid Waste Section and at the City’s Drop-off Facility, including the supervision of all staff;
- Oversees soil/groundwater/air emission monitoring, grounds maintenance, and regulatory compliance at the City’s closed landfill;
- Develops policies and procedures designed to increase the efficiency and effectiveness of Division operations and address solid waste environmental needs within the City of Manchester;
- Participates in aspects of personnel administration with assigned employees, including hiring, termination, grievance procedures and coordinating employee training;
- Organizes resources within the Division, including developing equipment and materials specifications, requisitioning supplies and coordinating maintenance;
- Coordinates with other divisions to design, manage, maintain, and continually improve a comprehensive program to facilitate the Department’s compliance with applicable State and Federal environmental regulations;
- Coordinates projects with other City departments, outside contractors, State and Federal agencies/monitoring officials, other governmental jurisdictions and/or authorities;
- Responds to citizen inquiries and concerns related to solid waste and environmental issues, including complaints from the public, in a courteous and timely manner, investigates specific issues and resolves problems as necessary;
- Oversees the selection, purchase, storage, re-sale, and delivery of trash and recycling carts;
- Manages the collection of trash and recyclables from receptacles in public spaces such as parks, plazas, and sidewalks;
- Supports major events downtown and in parks with trash and recycling services;
- Coordinates with other divisions, citizens, businesses, and non-profit organizations to support volunteer cleanup efforts;
- Researches and remains currently educated on industry developments, cost trends, operational methods and other areas which may be beneficial to the Department;
- Coordinates and manages household hazardous waste events;
- Plans, initiates and implements comprehensive municipal waste and recycling programs, collects and analyzes data supporting same;
- Monitors quality of services for solid waste, recycling and yard waste programs;
- Develops budget related data to support the Department’s overall budget and provides cost estimates on major projects planned and pending;
- Coordinates with other divisions and departments to ensure compliance with stormwater laws and regulations;
- Designs, researches and develops initiatives concerning alternative methods for recycling operations, solid waste collection and/or disposal, and/or other tasks as directed;
- Actively and continually seek alternatives to minimize cost and maximize revenues associated with all waste streams;
- Researches grant opportunities and follows through with applications where pertinent
- Plans, coordinates and initiates special events and programs aimed at reducing waste;
- Coordinates waste reduction efforts in City buildings;
- Manages and conducts an educational public/media relations campaign to promote waste reduction;
- Writes and submits press releases;
- Participates in facility design for recycling activities;
- Participates in vehicle selection for collection vehicles;
- Writes bids and specifications for supplies and equipment;
- Performs special projects for the Public Works Director as requested;
- Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions; and more..
Acceptable Experience and Training:
- Graduation from an accredited college or university with a Bachelor’s Degree in Environmental Engineering, Resource Management, Public Administration or related; and
- Considerable experience in waste operations in a supervisor role; or
- Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.
Required Special Qualifications:
- Valid New Hampshire Driver’s License;
- Level IV Solid Waste Operator Certification (or must obtain within 12 months);
- On-call status.
