SAFETY AND TRAINING OFFICER - DEPT. OF PUBLIC WORKS

GRADE 20

PAY RANGE: $61,246.00 - $87,322.00/yr - plus a comprehensive benefits package

General Statement of Duties:

Develops, implements, evaluates, coordinates and instructs training and safety programs within the department; performs directly related work as required.

Examples of Essential Work:

  • Organize, develop, administer and monitor training programs that includes but is not limited to Commercial Driver’s License training and a comprehensive Department wide equipment training program for all heavy, medium and light duty equipment;
  • Develops related training materials and curriculum and conducts training for heavy equipment operators and for train-the-trainer programs;
  • Implements, as resources allow, the use of virtual training systems (heavy equipment simulators or the like);
  • Designs and implements workplace processes and procedures that help protect workers from potentially hazardous work conditions;
  • Implements training and facilitates a wide variety of training programs that enhance the effectiveness of the workforce;
  • Develops, maintains and administers training standards, curriculum database, procedures and training manuals for the department;
  • Instructs trainings on all safety policies and requirements related to equipment operation and ensures employee safety awareness and the safety of their working environment;
  • Conducts training on a variety of topics such as emergency preparedness;
  • Develops, coordinates and administers Continuity of Operations Plans department wide contemplating natural disasters, pandemics, and other events which may disrupt operations
  • Gathers statistical data and performs periodic analysis to evaluate the effectiveness and quality of the training programs and identifies gaps within the training; Establishes metrics to show program and department goals are met;
  • Responsible for the development, review and maintenance of the comprehensive records as related to all training and certification tracking of all department personnel;
  • Prepares safety reports, records and ensures that the City is compliant with all State and Federal laws and requirements;
  • Compiles, analyzes, and interprets data related to exposure factors concerning occupational accidents;
  • Reviews, investigates, and determines cause of accidents and injuries and recommends accident and injury corrective measures to minimize recurrence;
  • Conducts field safety audits to identify any workplace hazards and ensure that all employees are working in a safe manner;
  • Inspects and evaluates workplace environments, equipment and practices for compliance with OSHA and all government health and safety standards and regulations and in preparation for classroom and on-the-job training;
  • Asses the needs of the department, establish standardized training processes and practices that ensure consistency in delivery;
  • Establishes and serves as Chairman of an internal Safety Committee; chairs safety committee meetings and initiates actions concerning recommendations and findings;
  • Coordinates with outside safety engineers and activities on safety training materials and requirements; and more..

Acceptable Experience and Training:

  • Graduation from an accredited college or university with a Bachelor’s degree in occupational safety/health, education, training or a related field; and
  • Considerable experience in safety training and/or loss prevention; or
  • Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.

Required Special Qualifications:

Certified Safety Professional (CSP) preferred

  • Valid New Hampshire Driver’s License
  • CPR/First Aid Instructor certification (or ability to attain within one year of employment.)
