Responsibilities include, but are not limited to:

• Provides oversight, establishes and evaluates programs, policies and practices related to accounting, purchasing, revenue collection, and human services.

• Oversees all Finance and Human Services staff.  Direct reports include the Assistant Finance Director, the Purchasing and Contract Services Manager, Accounting and Fund Managers, the Staff Accountant and Human Services Manager.

• Oversees functions and duties related to the preparation, audit, presentation, and disbursement of claims and demands made against the City.

• Provides direct oversight of trust accounting and grant management programs in accordance with various requirements established through funder’s (federal, state, not-for-profit or foundation) program guidelines.

• Obtains long and short-term financing for City operations and projects including issuance of bonds, obtaining loans, or other authorized financing methods in accordance with state statutes and fiscal policy.

• Serves as City Treasurer maintaining custody of all City funds, investments, and securities, including the deposit, withdrawal, and recording thereof, as required by state laws or City Code and fiscal policy.

• Directs the development, evaluation and implementation of the annual City operating budgets including general, enterprise, special revenue, and internal service funds.  Develops the annual department budget and manages allocated funds.

Requirements include:

• Bachelor’s Degree in accounting, business management, finance or another related field. 

• 7-10 years of progressively responsible related experience in public sector fiscal management, accounting, purchasing, investments, taxation, budgeting and forecasting.

• At least 4 years of experience at a management and policy-making level with supervisory responsibility, or equivalent combination of both education and experience.

Salary and Benefits include:

• This position offers a salary of $113,675- $141,659 annualized and will also receive an attractive benefits package which includes low deductible/low-cost health insurance, low-cost dental insurance, State of NH Group I retirement, and other benefits such as life, disability, and paid time off, in addition to new hire incentives/moving expense assistance.
