Purchasing Specialist

The City of Keene is seeking a knowledgeable and organized professional to join the Finance Department team as the Purchasing Specialist!  This position assists the City’s Purchasing & Contract Services Manager with a range of administrative and technical duties related to purchasing and providing support for effective and efficient procurement while providing a high level of customer service, both internally and externally.

Responsibilities include, but are not limited to:

Maintain documentation and files for purchasing & contract services procedures.

Process and distribute approved purchase orders.

Receive and respond to inquiries from vendors, advertising plan houses, and others.

Maintain websites utilized for City purchasing and contracting functions.

Provide primary support with award notifications relative to the selection of vendors upon completed evaluation of bids, requests for proposals, and requests for qualifications.

Ensure accuracy of all contract documents as required by project specifications including insurance certificates and properly executed payment and performance bonds.

Support origination, negotiation, facilitation, and management of bid processes, RFPs, RFQs, and Professional Services contracts requested by various City Departments while ensuring compliance with Federal and State Grants as required.

Provide primary reception services for the third floor of City Hall.

Assist management with implementing strategy, developing and executing procurement programs to maximize efficiency, cost savings, and to reduce liability exposure. Assist in standardizing City commodity needs where appropriate.
Monitor to ensure suppliers meet defined requirements, goals, and targets.  Serve as a team member with departments to resolve vendor issues.  Assist with all aspects of contract management, including contract terms, to ensure cost, service and quality requirements are met.   

Requirements include:

·         Bachelor's degree in a related field is preferred, along with 2+ years of related experience with knowledge in finance, accounting, business, municipal or governmental operations and a focus on analysis OR an equivalent combination of education and experience.

·         Proficiency using Microsoft Office, word processing, spreadsheet, PowerPoint, data management and accounting software.

·         A valid driver’s license is required.

 

Pay and Benefits include:

• This position offers a pay rate range of $28.83- $35.92 per hour.
