HR Specialist

The Town of Salem, NH is seeking an enthusiastic HR Specialist with excellent communication skills to join our HR team. This is a full-time, exempt, onsite position responsible for recruitment, benefits, workers' compensation, leave management, coordinating training, and wellness activities. The HR Specialist will work closely with the Human Resources Director and focus on supporting the day-to-day operations of HR, playing a key role in employee engagement and fostering a positive culture.

SUMMARY: Assists in the efficient operations of the Town’s HR department, responsible for recruitment, onboarding, pre-employment testing, background checks, employee orientations, benefits administration, personnel file maintenance, employee engagement events, recognition programs, and wellness activities. Also accountable for ensuring compliance with federal and state laws.

Reports to the HR Director. Required to perform essential functions while seeking supervisor guidance as needed and ensuring compliance with federal and state laws.

DUTIES AND RESPONSIBILITIES: (For a complete list of job duties, please refer to the  job description.)

- Administrative Duties: prepare department correspondence, maintain job descriptions, assist in daily activities, update employee personnel files, maintain performance evaluation log, compile office supply orders, conduct wellness activities, and assist in planning employee training.

- Employee Wages: manage and track personnel action notices, coordinate workers' compensation claims and payments, review employee pay-outs at termination.

- Employee Benefits: provide benefits support to employees and retirees, administer benefit programs, process changes in benefit status, and manage annual employee health & wellness week.

- Recruitment, onboarding, and offboarding: track vacant positions, prepare and post job advertisements, maintain applicant tracking log, assist in the interview process, conduct orientation and onboarding activities, and prepare offboarding documentation.

- Respond to inquiries relating to benefits, policies, rules and regulations, and collective bargaining agreements, referring to HR Director as needed. Attend meetings on behalf of the Director when needed.

 MINIMUM REQUIREMENTS:

- Education and Experience: Associate degree in human resources, public administration, or related field preferred. Minimum of four years of professional work experience in human resources, or an equivalent combination of education and experience.

- Knowledge, Ability, and Skills: Strong computer skills, working knowledge of office procedures, ability to maintain confidentiality, manage multiple tasks effectively, and excellent written and oral communication skills. Must be courteous, dependable, tactful, possess strong ability to multitask, and have sound judgment. Proficiency in MS Word and Excel with excellent customer service skills. Experience working with HR Information Systems a plus.

$62.81/ week for family coverage.

$46.50/week for 2-person coverage.

$23.09/ week for single coverage.

 

• Dental Insurance- Employee pays:

$12.40/ week for family coverage.

$5.43/ week for 2-person coverage.

$0.00/week for single coverage.

 If you already have qualifying health insurance, we'll pay you $5,000 annually to waive coverage.

• Disability Insurance – 70% of base wages for up to 26 weeks.

• Life Insurance – Equal to base annual earnings.

• New Hampshire Retirement System Group I – Defined benefit pension plan.

• Tuition reimbursement for pre-approved courses.
