Separate sealed BIDS for the construction of: Webber Hill Road Slope Stabilization and Stormwater Improvements will be received by Town of Swanzey at the Swanzey Town Offices until 2:00 pm (Local Time) on August 15, 2024. Bids will be publicly opened and read aloud at the Swanzey Town Offices, 620 Old Homestead Highway, Swanzey, New Hampshire. The work includes slope stabilization, road reconstruction, stormwater improvements, and associated work.

1.  Completion time for the project will be calculated as calendar days from the date specified in the Notice to Proceed as follows:

     • 100 calendar days for Substantial Completion of Slope Stabilization Work BUT no later than 12/20/24

     • 180 calendar days for Completion of All Work

     • A winter shutdown period will suspend contract time between December 20, 2024 and April 1, 2025. When permitted by the Town, days worked during winter shutdown will not be counted toward Contract time.

• Liquidated damages shall be in the amount of $1,000 for each calendar day beyond the date established for Substantial Completion and $500 for each calendar day beyond the date established for Contract Completion.

2. Bid security is to accompany bid proposals and shall be 5% of the total bid price.

3. The successful bidder must furnish 100% Performance and Payment Bonds and will be required to execute the Contract Agreement.

4. The Owner reserves the right to reject any or all bids, to accept any bid, to waive any informality on bids received, and to take any action that it may deem to be in the best interest of the Owner.

5. No award will be made to any bidder who has not been prequalified with NHDOT as published on “NHDOT Prequalified Contractor’s List” at the time of bid opening.

6. No Bidder may withdraw a Bid within 60 days after the actual date of opening thereof.

7. There will be a mandatory pre-bid meeting for all prospective bidders held at Whitcomb Hall, 17 Main Street, Swanzey, New Hampshire on July 31, 2024 at 3:00 PM.

8. Inquiries as to availability of Contract Documents and technical questions regarding the plans and specifications shall be directed to Underwood Engineers, Inc. at (603) 436-6192.

Neither the Owner nor the Engineer will be responsible for full or partial sets of Contract Documents.

Digital copies of the Contract Documents may be obtained from Underwood Engineers, Inc. by email request to “portsmouth@underwoodengineers.com”. Partial sets will not be distributed.

Paper copies will not be furnished.

Contractors must be a registered plan holder with Underwood Engineers to submit a qualified bid proposal.
