Water Line Replacement

Competitive, sealed bids procured pursuant to the Uniform Guidance for Federal Awards will be received at 1200 PM EST on Monday, October 7, 2024, by the Lancaster Board of Selectmen o/b/o Lancaster Water Department, 25 Main Street, Attn: Town Manager Jessica Cyr, Lancaster, New Hampshire 03584. The sealed bid shall be plainly and clearly marked with the project name and the name of the firm submitting the proposal. Sealed bids will be date and time stamped at time of receipt. Electronic submission will not be accepted and proposals received after the due date and time will not be considered. The Lancaster Board of Selectmen at their regularly scheduled business meeting on Monday, October 7th 2024 at 1830H, will publicly open and read aloud for the following:

Project name: CAUSEWAY STREET WATER

Project summary: Replacement of approximately 1,100 linear feet of 2” CTS water line and appurtenances from Summer Street to the end of Causeway Street

The scope of work includes replacement of approximately 1,100 linear feet of 2” CTS water line having a 2” blow off valve at the Causeway Street terminus, beginning and ending with adapter shoes; an additional 750 linear feet of ¾” CTS water line is for 15 service connections with 15 curb stops, and 17 curb boxes and rods. The existing culvert will be removed and properly disposed of and replaced with a 40-foot long 18-inch diameter HDPE culvert; the road embankment will be reconstructed with import fill. Under the railroad crossing, approximately 45 feet of the existing main will require a 12-inch diameter steel sleeve which may require boring. An approximate 150x26-foot swath of paving around the railroad crossing will require both base and top-coat repaving. Three existing manholes require grade adjustment and installation of new frames and covers. Road restoration shall be completed attendant to construction. The contractor shall be responsible for complying with all permit requirements and ensuring that work completed is compliant with Uniform Guidance; knowledge of federal policy and guidance is beneficial. Final deliverable shall be electronic and hard-copy as-builts. A site visit is encouraged.

Written bid submittals should include 1) a cover letter signed by an officer authorized to bind the firm to the bid price commitments in the proposal, 2) primary contact information, 3) a project schedule and date of availability, 4) bid price, and 5) proof of insurance having a minimum of $2,000,000 liability coverage. The successful respondent shall identify any elements of the scope intended to be subcontracted and to whom; subcontractors shall not be substituted nor shall any scope be assigned post-award without the consent of the Lancaster Board of Selectmen.

This project will be substantially funded by the Coronavirus State and Local Fiscal Recovery Funds for necessary investment in water, sewer, or broadband infrastructure. As such, the contractor shall comply with all applicable federal, state, and local laws and regulations regarding funding (the Davis-Bacon Act, Build America Buy America, does not apply to projects funded solely by SLFRF funds). NEPA requirements do not apply to the Department of the Treasury’s administration of SLFRF funds for water and sewer infrastructure projects, however, may be applicable to licensing or registration requirements. All work must be eligible pursuant to the Overview of the 2022 Final Rule. Disadvantaged Business Enterprises/Minority Business Enterprises/Women Business Enterprises are encouraged to submit.
