Engineering Division Manager

The City of South Portland is currently seeking a full time Engineering Division Manager to join our team. We are seeking a steady individual with solid technical and communication skills to work for the Director of the Water Resource Protection Department. This position also provides assistance to the Public Works staff.

Position Summary:  This is a professional/technical management position responsible for providing engineering services to the Water Resource Protection Department and Public Works Department. The Engineering Division Manager will be fully competent in all conventional aspects of wastewater and civil/transportation engineering. Position requires use of practical and advanced engineering techniques, and the modification and extension of theories and practices of engineering, related sciences and disciplines. Duties include a wide variety of engineering services including our wastewater treatment facility and pump station upgrades or modifications; responsible for CSO Facility Plan; lead on Asset Management Program; oversee design and construction of roads and utilities; manage engineering consultants; support staff with operations-maintenance-improvements; perform construction administration on construction projects as well as interface with government agencies, including the Department of Environmental Protection and Department of Transportation.

Work is performed with considerable discretion, initiative, and independent judgment under the guidance and general supervision of the Director of Water Resource Protection. Work is reviewed through informal discussions, periodic feedback sessions, evaluations, and general observation of work performance and/or results obtained. Leads the Engineering Division and exercises supervision over the Civil/ Transportation Engineer and the Senior CAD Technician, with functional supervision of some duties of the Field Inspector (a primarily Code Enforcement employee).

Education:  Bachelor’s degree in the field of Engineering required, with an emphasis on Civil Engineering including wastewater treatment plants, pump stations, collection systems and roads highly preferred.

Experience:  A minimum of five (5) years of progressively responsible professional engineering experience, including some supervisory experience. Advanced skills in technical disciplines, including use of REVIT and Civil 3D in design applications, preferred.

Professional Engineering License in the State of Maine is required. Must possess and maintain a valid State of Maine driver's license throughout employment.

Starting salary range: is currently $41.10 - $50.02 per hour ($85,488 - $104,041 annually), depending on experience. The position is eligible for annual step increases, and possible annual cost of living increases as approved by the City Council.
