JOB TITLE:                       Engineer

SALARY:                            AFSCME Town Administrative Personnel Association Agreement - $71,750 - $97,375 (FY25)       

WORK SCHEDULE:   Assigned to a forty (40) hour workweek with additional hours as required.

JOB SUMMARY / SUPERVISION:  This position involves the application of professional engineering knowledge and skills to a variety of civil engineering functions within the department and the Town including, but not limited to, design, planning, layout, reports, estimates, field studies, inspections and surveys. Assignments afford opportunity for independent judgment and making technical determinations. Supervision is received from the Director of Engineering and Environmental Services who is consulted on difficult problems.

ACCOUNTABILITY:  The position reports directly to the Director of Engineering and Environmental Services.

ESSENTIAL DUTIES AND RESPONSIBILITIES: (The following is illustrative of the duties and responsibilities associated with the position and are not intended to be all-inclusive.)

Reviews plans and specifications of proposed projects and participates in the design review process with other departments to insure compliance with Town standards.

Monitors public and private projects by conducting site inspections to insure compliance with approved site plan, Town standards and correct construction methods.       

Assists Director of Engineering and Environmental Services with compiling data and preparing inventory and assessment reports for streets, bridges, rights-of-way, sewer and water lines, storm drains, traffic signs and signals and other related municipal infrastructure.

Complies with federal, state and local legal requirements by studying existing, new or anticipated legislation; enforcing adherence to requirements; advising management on needed actions. 

Receives, investigates and answers complaints from the general public about engineering and related Public Works Department problems.

Serves on committees and attends relevant public meetings, hearings and professional workshops.

Establishes and maintains harmonious and effective working relationships with personnel, elected officials, consultants, general public and contractors. 

Contributes to team effort by accomplishing related results as needed.

Performs other related work and duties when assigned.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:  Bachelor’s degree from an accredited university or college in Civil Engineering with two (2) years of progressively responsible experience is required or any equivalent combination of education and experience which provides the required knowledge, skills and abilities.

CERTIFICATION/LICENSE REQUIREMENTS:  A valid driver’s license from state of residence is required.  Engineering in Training certification (E.I.T.) Is preferred.

KNOWLEDGE, SKILLS, ABILITIES, AND OTHER REQUIREMENTS:  Extensive knowledge of the principles of civil engineering particularly as applied to the design and construction of streets and roads, sewer, storm water, and water collection and distribution systems and other related municipal facilities and infrastructure; considerable knowledge of modern construction and maintenance techniques and materials; knowledge of use of personal computer and office and engineering software applications such as word processing, spreadsheet calculation and geographic information (GIS); ability to solve complicated engineering problems cost effectively; ability to conduct engineering research and respective  reports; ability to write, read and speak effectively in English.

SUMMARY OF OCCUPATIONAL EXPOSURES:  May be exposed to cleaning fluids, photocopier/printer toner and ink, eraser fluids, printer cartridges, dirt, dust, automobile fuel and lubricants, communicable diseases transmitted by humans and animals, fumes and hazardous materials that can affect respiratory system, eyes or skin, etc.

SELECTION PROCESS/APPOINTMENT:  May be required to participate in oral interview, background investigation, criminal history check, pre-employment medical exam, alcohol and controlled substance test and polygraph examination. Town Manager hires based on recommendation from the Director of Engineering and Environmental Services.
