QUALIFICATIONS: A candidate for this position should have a Bachelor’s Degree in Planning or a related field (Master’s Degree preferred) and three (3) years experience as a planner in a municipality or state agency; or an equivalent combination of education and experience. American Planning Association membership and American Institute of Certified Planners (AICP) certification preferred. A valid driver's license is required for position.
DUTIES/RESPONSIBILITIES: Under the general direction of the Planning Director this position is responsible for daily administration of the Planning Department’s zoning and land use regulatory review system. Position coordinates and conducts complex land use regulatory reviews and assesses proposals for land use and development to determine compliance with the Zoning Ordinance, other municipal land use regulations, and applicable state and federal laws. The work requires examining, analyzing and evaluating facts and circumstances surrounding each application for land use and development; determining zoning and regulatory compliance; and responding to inquiries from property owners, developers, attorneys and engineers.
A candidate for this position should have extensive knowledge in the following areas:
principles and practices of urban land use planning and development;
municipal government operations;
municipal laws, regulations and procedures pertaining to land use;
state and federal laws and regulations relating to zoning, land use and environmental issues; and
urban land use patterns, their demands on physical infrastructures and relationship to community and economic development.
A candidate should have the ability to:
analyze building and land use permit applications for compliance with statutory requirements;
operate effectively with multiple deadlines and competing demands;
communicate effectively both orally (in person, over the telephone, and in meetings) and in writing,
prepare clear and concise reports, correspondence and other written materials;
present complex information clearly; and
establish and maintain effective working relationships with a variety of people.
Competence with standard business software applications (word processing, spreadsheets, presentation, internet browsers, email) is essential. The ability to work with database and/or geographic information system (GIS) applications is desirable.
