2019 Construction and Debris Hauling

Town of Henniker - Request for Bids - Construction and Debris Hauling Bid 2019

The Town of Henniker NH is inviting bid pricing for Construction and Debris Hauling.  The successful bidder will haul materials from the Henniker Transfer Station, 1393 Weare Road, Henniker, NH to offsite locations in compliance with all state and federal regulatory and statutory requirements.  Bid proposals must be on company letterhead clearly stating price and specifications.  Bids must be sealed and marked, “Construction and Debris Hauling Bid” and be delivered to Town of Henniker Town Hall 18 Depot Hill Road, Henniker NH 03242 by May 6, 2019 at 1:00 PM, when they will be opened publicly and read aloud.  Contact person: Kristen Bergeron, Transfer Station Superintendent 603-428-7604.

Bid Requirements:

1.                  Construction/Demolition/Bulky Waste Disposal

Vendor to provide two open top 40 cubic yard (Minimum) containers to be stored on site for bulky items and construction/demolition debris.  Containers must be in sound condition and be placed without a rental charge.  Bid must specify a per ton disposal fee as well as per trip hauling fee.

2.                  Aluminum/Steel (Tin) Can Hauling

Vendor to provide one open top 40 cubic yard (Minimum) container to be stored on site for Aluminum/Steel Can storage.  Container must be in sound condition and be placed without a rental charge.  Container will be periodically hauled to Concord, NH for disposal of recyclable cans as requested.  Bid must specify per trip hauling fee per destination location.

3.                  Recyclable Glass Container Hauling

Vendor to bid on hauling of town owned 40 cubic yard open top container to Goffstown, NH as requested.  The event of this occurrence is unlikely but must be included in the bid as a per trip hauling fee.  The Town of Henniker typically crushes and re-uses its glass but may from time to time require this hauling service.

4.         Highway Department C+D Container

Vendor to provide one open top 20 cubic yard for metal.  This container will be a once per year event in the fall and will be spotted and removed within 3-4 days as requested.  Bid must specify a per ton disposal fee as well as a per trip hauling fee.

5.     Emergency Containers

Vendor must be able to provide open top containers to The Town of Henniker on an emergency basis within 24 hours or less when requested for no additional charge.  Standard disposal and hauling rates can apply.  Vendor must provide The Town of Henniker with contact information should emergencies arise and town personnel need to contact, on a 24 hours a day, 7 days per week basis, a manager empowered to act on behalf of the vendor.

6.      Certificate of Insurance

Vendor must provide certificate(s) of insurance for vehicles and general liability upon award of contract.

7.      Length of Agreement

Bid must specify that contract will commence on May 8, 2019 and will be for the period ending on May 8, 2020

The Town of Henniker requests that the work be performed by the successful bidders own personnel.  Contract officer for his work is the Transfer Station Superintendent and any subcontractors must be pre-approved by the Transfer Station Superintendent.

The Board of Selectmen reserves the right to reject all bids and issue a new Request for Bids if less than three bids are received. The Board of Selectmen also reserve the right at their sole discretion to reject any and all bids, wholly or in part, to waive any informalities or any irregularities therein, to accept any bid even though it may not be the lowest bid, to call for rebids, to negotiate with any bidder, and to make an award which in its sole and absolute judgment will best serve the Town’s interest.

Bidders shall bid to bid requirements identified.  However, deviation from requirements may be made but any exceptions must be noted. A bidder submitting a bid thereby certifies that the bid is made in good faith without fraud, collusion, or connection of any kind with any other bidder for the same work; and that the bidder is competing solely on his/her behalf without connection with or obligation to any undisclosed person or firm.

The minutes of the meeting at which the selection is made shall indicate the bid selected and the factors upon which the selection was made. All major bids submitted must specify time frame of bid quote amount and must guarantee bid amount for a minimum of thirty (30) days from bid opening date. This requirement must be included in all advertisements and written specifications issued by the Town of Henniker. Any increase in cost estimates following bid award or signing of a contract shall be absorbed by the bidder.
