The Town of Enfield, NH, is seeking to fill the reconstituted full time position of Land Use & Community Development Administrator (Administrator) to help our community continue to grow and thrive into the future. Enfield is a community of approximately 4,600 permanent residents (the population increases substantially with seasonal residents during the summer months), situated in the Upper Valley Region approximately 10-20 minutes from the population centers of Lebanon and Hanover (home of Dartmouth College and the renowned Dartmouth-Hitchcock Medical Center) and only two hours from Boston. Enfield is an attractive community with a wide range of local businesses, a proud Shaker cultural heritage, two large scenic lakes, and an abundance of open space.

The Administrator will have a number of important and rewarding professional responsibilities. These include: facilitating review of and updates to the Town's master plan and other long-term community plans; assisting the Planning Board and Zoning Board of Adjustment in the administration, compliance, review, and interpretation of adopted codes and ordinances; ensuring that projects comply with all planning and zoning requirements; assisting  and evaluating processes to citizens for both residential and commercial development; promoting the creation and implementation of economic development strategies (working in close coordination with the Town Manager, local land use boards, regional planning commission, chamber of commerce, relevant state and federal agencies, Grafton County, and other entities); actively courting community development opportunities and marketing the town for desirable business and residential development. The Administrator maintains a high level of communication with, and reports to, the Town Manager.

The ideal candidate will possess the following:

  • Bachelor's degree in planning or related field (master’s degree and AICP certification preferred)
  • At least three years experience with land use planning, community and economic development, and/or other related professional field; OR any equivalent combination of education and experience which demonstrates possession of the required knowledge, skills and abilities
  • A passion and vision for land use planning and community development
  • Considerable knowledge of local and state planning and zoning statutes and ordinances, Town by-laws and pertinent state regulations 
  • Knowledge of engineering practices and architectural plans, including the ability to interpret maps and designs
  • A track record of successfully obtaining grants and facilitating completion of associated projects and reporting requirements
  • Ability to explain and instruct the general public, business owners and developers, employees, and Town officials in zoning and planning  requirements
  • Effective written and oral communication skills (including technical and persuasive writing)
  • Ability to establish and maintain effective working relationships with departmental employees, municipal officials, state and county agencies, private developers, and the general public 
  • A high degree of organizational ability, prioritization and motivation

This is a salaried position. Starting salary will be negotiable based on experience. The Town of Enfield offers an excellent benefits package, including a no-deductible health plan (currently 95% of the premium costs are covered by the employer), dental insurance, New Hampshire Retirement System, supplemental deferred compensation plan, generous paid leave, short-term disability insurance, and more.

Salary: $65,000 +/- starting salary. Starting compensation will depend on qualifications and experience
